PRO Constructive

We affirm the resolution: Resolved: The United Kingdom of Great Britain and Northern Ireland should rejoin the European Union.

Definitions

· Rejoin the European Union:For the UK to regain full membership under Article 49 of the Treaty on European Union, accepting EU laws, participating in EU institutions, and re-entering the Single Market and Customs Union. The European Union must accept their accession and consider them a full member of the EU again.

· European Union:A political and economic union of 27 European states that operate a single market, customs union, and shared policies across trade, environment, and governance.

· Should:Indicates a recommended course of action based on expected net benefits.

Framework

The judge should vote for the team that best promotes long-term national prosperity.

Contention 1: Rejoining boosts the UK's long-term economic recovery.

Currently, the UK's economy remains weakened by the aftershocks of Brexit. The Office for Budget Responsibility (2023) projected that Brexit will reduce the UK's GDP by 4% in the long term. Exporters face customs barriers, businesses deal with labor shortages, and food prices have risen. By rejoining the EU, the UK regains frictionless access to the single market, which accounts for nearly 50% of its trade. This lowers trade costs, restores investor confidence, and attracts businesses seeking stable EU access. The impact is significant: improved economic growth leads to higher wages, lower consumer costs, and more revenue for healthcare, infrastructure, and education.

Contention 2: Rejoining strengthens the UK's global influence.

The UK's departure from the EU weakened its ability to shape global policies. Without a seat at the EU negotiating table, it has lost influence over standards in trade, technology, and the environment that still affect British exports. Rejoining the EU restores the UK's role in European diplomacy, enabling it to co-author regulations and participate in collective actions on issues like climate change and global security. In an era of rising geopolitical blocs, the UK benefits from strategic alignment with major economies. This amplifies the UK's voice in global affairs and ensures it is represented in multilateral decisions.

Contention 3: EU membership supports regional stability.

The economic and regulatory separation between Northern Ireland and the rest of the UK under the post-Brexit arrangements has created ongoing tensions. Businesses in Northern Ireland face dual rules and increased costs. Rejoining the EU removes the need for complex border arrangements and aligns trade policy across the UK. This reduces friction between regions, stabilizes supply chains, and eases political tensions. A more stable and united UK enables stronger governance and focus on domestic challenges. When internal friction is reduced, governments function more effectively, and citizens experience greater predictability in policy.

CON Constructive

We negate the resolution: Resolved: The United Kingdom of Great Britain and Northern Ireland should rejoin the European Union.

Definitions

· Rejoin the European Union:The act of the UK applying under Article 49 of the EU Treaty and regaining full membership, including legal, financial, and regulatory commitments. The European Union must accept their accession and consider them a full member of the EU again.

· European Union:A political and economic union with common rules on trade, labor, and environment that all member states must adopt.

· Should:Implies a policy recommendation based on the net risks or benefits to national interests.

Framework

The judge should vote for the team that best preserves the UK’s long-term political stability and economic adaptability.

Contention 1: Rejoining risks renewed political instability.

Since leaving the EU, the UK has gradually stabilized politically. Although Brexit was divisive, a consensus has emerged around managing its consequences rather than reversing them. Rejoining the EU would reopen unresolved tensions, particularly in regions like Scotland and Northern Ireland. According to The Times (2025), post-Brexit trade protocols have already created friction in Northern Ireland, and renewed EU alignment could intensify regional divides. In Scotland, where EU support is high, EU re-entry could be used as leverage to push for separation. This fragmentation would destabilize national politics and divert focus from critical domestic priorities like inflation and healthcare.

Contention 2: EU membership undermines UK policy flexibility.

Currently, the UK enjoys regulatory independence, enabling it to craft policies tailored to its unique economy. In recent years, the UK began diverging from the EU on financial regulations, joining global frameworks like the CPTPP and creating trade pacts with Asia-Pacific countries. Rejoining the EU would require the UK to adopt thousands of EU laws, including in areas like agriculture, taxation, and tech standards. These rules are designed for the average EU state and may not reflect British priorities. Loss of policy autonomy reduces the UK's ability to innovate and respond quickly to global challenges, from energy transitions to artificial intelligence.

Contention 3: Rejoining imposes high costs without guaranteed benefits.

EU membership requires substantial financial contributions. Prior to Brexit, the UK paid a net £8–10 billion annually into the EU budget. Rejoining would likely restore these obligations. At the same time, EU economic growth has slowed, and internal challenges like debt and demographic decline limit its attractiveness. According to the UK Parliament Library (2025), the UK's non-EU trade is growing, with exports to the U.S. and Indo-Pacific rising steadily. Rejoining would also reduce the UK's ability to sign bespoke trade deals. The economic gains of rejoining are uncertain, while the costs in sovereignty and flexibility are clear.
