Access to clean water is a basic human right. Therefore, every home should have a water supply that is provided free of charge. Do you agree or disagree?

Water is indispensable to human life and is often regarded as a fundamental human right. On this premise, some argue that governments should ensure every household receives a clean water supply at no cost. However, I disagree with the notion of providing free water to every home.

Firstly, supplying water to all homes free of charge would place a tremendous financial strain on public resources. The treatment and distribution of potable water require substantial investment in infrastructure, maintenance and energy. If water were made entirely free, these costs would have to be met through higher taxation or by diverting funds from other essential services like healthcare and education. This could undermine public welfare and reduce the quality and reliability of water services. Thus, making water universally free is economically unsustainable and may do more harm than good.

Secondly, if water is supplied at no cost, people may consume it wastefully, which threatens the sustainability of water resources. People tend to use resources less carefully when they do not have to pay for them. If households face no charge for water usage, they might consume it indiscriminately – for example, by watering gardens excessively or leaving leaks unrepaired. This would exacerbate water scarcity, especially in regions already facing drought or limited freshwater supplies. By contrast, when a reasonable price is attached to water, it sends a message that this resource is valuable, encouraging individuals to conserve it and use it more responsibly.

On the other hand, I recognise the vital importance of universal access to clean water, and I understand why some argue that making it free would ensure equality and help those in poverty. Nevertheless, providing water entirely free to everyone is neither the only nor the most effective way to achieve this goal. A more balanced approach could guarantee each household a basic amount of water at a nominal fee (or free for those in genuine need) while imposing charges on excessive use. In this way, the fundamental right to water can be upheld without encouraging misuse or straining public finances.

In conclusion, although water is essential and should be accessible to all, providing it entirely free of charge to every home is impractical. It is more sensible to ensure water remains affordable and universally available, so that basic needs are met without undermining the sustainable management of this precious resource.
